Division I Board of Directors Defeats One-Time Transfer Exception
(Proposal 2007-68)...
At the NCAA Division I Board of Directors recent meeting, they voted against
Proposal Number 2007-68. This proposal had been introduced by the Southeastern
Conference (SEC) and stated that a non-scholarship player could be permitted to
use the one-time transfer exception and be immediately eligible at his new
school.
On April 15, the NCAA Division I Management Council passed the proposal and
sent it on to the Board of Directors, which has the final say.
There is a 60-day override period where schools may submit an override vote
request. This request must be approved by an institution's President and must be
received by the NCAA by June 23.
There is presently a means for a non-recruited student-athlete to be granted
the one-time transfer exception. It is NCAA By-Law 14.5.5.2.10.1 found on page
161 of the 2007-2008 NCAA Division I Manual. An institution's athletic
compliance officer can assist with this.
